Visa Cards issued by the Issuing Party are subject to the following terms and conditions, as well as any amendments that Whish Money may make from time to time. Please read this agreement carefully and keep it for future reference.
• Card: As defined in clause 2 below.
• You and Your: means the Cardholder.
• Issuing Party or We or Us: means Whish Money SAL and its Service providers.
• Whish: means Whish Money SAL , a company incorporated under the laws of Lebanon and licensed by the Central Bank of Lebanon as a money transfer company and holding an e-wallet license.
• Service providers: means companies licensed to issue Cards.
• PIN: means the unique Personal Identification Number which is provided to the Cardholder and must be entered each time the card is used for purchases on POS devices and cash withdrawals on ATMs.
• Whish App: Refers to the electronic wallet program provided by Whish Money which you downloaded onto your electronic device.
• Account: Refers to Your account on Whish App
The card referred to herein is a contactless Visa card issued by Us to allow linking the Card to the Whish App. The Card request is made through the Whish App only if you have a wallet in US dollars. The digital card is issued first, and a plastic card may be requested afterwards. This Card can be used as described in clauses 7 and 19 within the limits set forth therein. This Card is not transferable, and we may cancel, retrieve, or void it at any time without prior notice in accordance with applicable law. We reserve the right to decline any transaction we believe may violate any current laws or the terms of this agreement.
The Card will be issued based on your request submitted through the Whish App. You fill out the application form to issue the Card, providing all the required personal and professional information, such as full name, mother's name, date of birth, address, email address, ID number, phone number, and any other personal or professional information we may request later. You acknowledge and agree that all information provided is true, accurate, valid, and complete. We will issue your card based on the information and documents you have provided to us. You must update any changes to your personal data by informing Whish. We reserve the right to suspend the card at any time if we suspect fraud or any non-compliance events adopted by us.
The Card balance is automatically linked to the Whish App balance.
You must not share your PIN with anyone. You must keep your card numbers safe with the same level of secrecy as you do with your cash. You can save the numbers or keep them in a safe place. Do not send your numbers via email or text message. Make sure your card number is encrypted when making transactions online or on wireless networks. If someone obtains your card number illegally, you must inform the Company immediately, according to the procedures in clause6 below. If you give your card to someone else, you are responsible for any transactions they may make, even if they use it for transactions without your knowledge.
In case your Card is stolen or lost, you must immediately freeze or cancel the card through Whish App or immediately contact Whish's customer service representative through direct calls or WhatsApp at the number 01-788999 to minimize potential losses. You are responsible for all unauthorized transactions on your Card until you inform Whish of the Card's status(lost/stolen) or its unauthorized use. If you wish to replace the lost or stolen Card, you can call the above number and you will need to provide your personal and professional information, which may include your Card number, full name, transaction dates, and other information.
You can use the Card within the daily or monthly limits specified in Clause 19. All transactions will automatically be deducted from the Whish App balance. The Issuing Party can adjust the Card usage limits. You can use the plastic card for contactless transactions by simply tapping at a contactless payment terminal without entering the PIN, up to the specified limit applicable in each country. And you can use the plastic Card by either swiping the Card or inserting the Card into the terminal. You can use the Card by entering the Card number on websites. You can use your Card for purchases at any merchant accepting VISA cards outside or inside Lebanon. You can use your Card for point-of-sale purchases, electronic cash withdrawals, ATM transactions, and online transactions. For POS and cash withdrawal transactions, you will need to enter the PIN. If the transaction amount exceeds the available balance in your Card, you are fully responsible for the amount and associated fees. We may temporarily freeze the Card and will contact you if we detect unusual or suspicious activities. Upon the issuance of the card, you agree to comply with all applicable laws and regulations in Lebanon related to the use of the Card, including but not limited to anti-money laundering (AML), counter-terrorism financing (CTF), and financial transaction regulations. Whish reserves the right to block, suspend, or cancel your Card if you are found to be in violation of these laws.
When using the Card or Card numbers to initiate transactions on certain commercial websites or mobile applications such as hotels, restaurants, gas stations, and car rental companies, where the final amount is not known at authorization time, the available balance on your card may be temporarily held for an amount equal to or exceeding the final amount. The hold will not be released until the merchant sends the final amount. The release may take approximately 30 days, during which you cannot use the held balance for any other purpose. We may decline to process any transactions we deem to violate applicable laws and terms of the agreement.
You expressly consent to receive text messages relating to the Card at that shared mobile number(s). You expressly consent to receive push notifications relating to the Card at the related active session(s) on your Whish App To the extent permitted by applicable law, you consent to electronically receive all records, notices, statements, communications, and other items for all services provided under this agreement and in connection with their relationship with the Issuer. If you suspect a Transaction, you should notify the company within a time limit of 15 days as from the transaction execution date. In the event that no objection was received within the 15-daytime limit, the transaction will be considered approved and final.
The Cardholder always remains responsible to the Issuing Party for any negative balance in the Account resulting from the use of the Card and agrees to pay the amount debited from the Card. The Issuing Party reserves the right to deduct the withdrawal amount from any current or future funds in the electronic Wallet account.
You acknowledge that all Card transactions we list in the Account are valid and binding. You are entitled to dispute one or more transactions appearing in the Account by providing the relevant evidence. The dispute will not be accepted if the evidence is not submitted to us within 15days from the transaction date. You agree to settle all disputes about purchases made using the Card with the Merchant who honored the Card. If you are entitled to a refund for any reason for goods or services obtained with the Card, you agree to accept credits to the Card Account. Subject to any statutory rights, no claim by the Cardholder against the Merchant and/or a third party may be the subject of a claim against the Issuer. The Cardholder may not assignor otherwise dispose of any rights against the Issuer. You must call Whish customer support to fill out a dispute/chargeback form, sign it, and provide evidence to support your claim that the disputed transaction was unauthorized. Failure to provide the required information may delay or prevent the refund of funds to your account. Visa determines who will win the chargeback case. If you mistakenly file a chargeback claim, we may reasonably impose any fees we incur in pursuing the chargeback claim, and we may deduct any of these fees from your Card. We will refund any unauthorized transaction once the chargeback or dispute is successfully processed by Visa. If we refund the funds and later discover that you are not entitled to the refund, we will deduct the refund amount from your Account.
The amounts of payments effected in a currency other than the currency of the Card shall be converted and are subject to a Forex markup fee as per the Key Fact Statement. Cross-border fees are detailed in the Key Fact Statement.
A receipt must be requested and obtained for every transaction made with the Card. You agree to retain, verify, and reconcile transactions and receipts made with your Card.
By agreeing, you waive confidentiality in favor of the following parties ("Parties") to facilitate their necessary functions within our respective obligations: third parties to whom the Issuer outsources or assigns or transfers any of the services in whole or in part; the Issuer's attorneys and auditors, the Issuer's affiliates subsidiaries and sister companies, and the competent regulatory authority or other third parties, if the Issuer deems it necessary for the prevention or recovery of losses resulting from the misuse of the service. We may disclose your information, card details, and associated transactions to third parties (whether in Lebanon or abroad): (a) as required for application, management, or execution of authorized operations; (b) with your consent; (c)to protect against or prevent actual or potential fraud, unauthorized Transactions, or other liability; (d) to comply with government agency or court orders; (e) as permitted and required by applicable laws. By requesting or using the Card, you agree to the privacy policy specified on the Whish App. Information provided and available through the Whish App is subject to the agreed terms and conditions between you and Whish regarding the Account, and We are not responsible for the use of this information in any form. Under this policy, banking secrecy is waived in favor of the following individuals("Individuals") to provide the necessary scope for carrying out the irresponsibilities under their respective obligations: third parties employed or appointed by Us to perform services in whole or in part, Our lawyers and auditors, Our subsidiaries and affiliated companies, the competent regulatory authority, or other third parties, if deemed necessary by us for the purpose of protection or recovery of losses resulting from misuse of the service. We may disclose your information, Card details, and related transactions to third parties (whether in Lebanon or abroad) (a) as required for enforcement, administration, or implementation of operations requested or authorized by you,(b) with your consent, (c) to protect you or prevent actual or potential forgery, unauthorized transactions, or other liabilities, (d) to comply with government agency requirements or court orders, (e) as permitted and required by applicable laws. By requesting the Card or using your Card, you agree to the terms of the privacy policy specified on the Whish App. Please note that the information you provide and become available on the Whish App is subject to the terms and conditions agreed upon between You and Whish regarding the Account ,and Whish is not responsible for the use of this information in any form.
Whish might enlist or partner with different service providers to provide the card issuing service partially or fully. The terms of the respective agreements and the distribution of liabilities are agreed upon separately between Whish and the respective Service Provider. Whish bares no responsibility if any Service Provider or transaction related to the Card refuses or is unable to supply or to ensure these services or facilities or transaction to You. Whish is not responsible if a request for authorization is declined or Card is not accepted in payment, nor for any loss or damage resulting from the way in which either is communicated to the Cardholder.
The Card will be valid for the validity period shown on the Card. At the expiry date, it will be automatically renewed, and annual subscription fees will be deducted from the Account, unless instructions are given by the Cardholder to Whish one month prior to expiry date not to renew the Card, or based on Our decision not to renew for any reason.
We reserve the right to close or suspend the Card for actions including fraudulent transactions/account inactivity and/or prolonged non-use of the card without prior notice. Note that in case of non-usage of the digital or plastic Card for one year from the Card issuance date, the Card will be cancelled. You may request Card closure by contacting customer service through direct calls or WhatsApp at 01-788999. If Card closure is requested by phone, a written notice may be required for cancellation request. After Card closure, You are still required to settle any outstanding amounts under this agreement.
Subject to applicable laws, We reserve the right to add, delete, or modify this agreement at any time without prior notice. We will notify You of changes to current terms or addition of new terms through authorized means asper applicable laws. Your continued use of the Card signifies Your acceptance of the amendments.

We do not guarantee continuous or uninterrupted provision of the services related to the Card. We are not responsible for any service interruption due to temporary failures, maintenance, or extended interruptions beyond Our control. We are not liable for any inconvenience, delay, or loss of funds resulting from the unavailability of services or the interruption of the card system, including maintenance periods or force majeure events. We are not responsible for any failure to complete a transaction that is not directly resulting from Our error. We are not liable for any special or indirect damages (including but not limited to loss of profits and business opportunities) arising from or related to the use or misuse of the Card. In all cases, Our liability is limited to the transaction amount only. Additionally, we are not responsible in any way for the operation, interruption or any malfunction in the Account.
Whish Money reserves the right to terminate this agreement with the Cardholder at any time for reasons including but not limited to misuse, suspected fraud, non-compliance with the agreement, or closure of the Whish App account.
You agree to pay the following fees charged to the card account, which are debited from the Whish App account as referred to below for each fee:
• Virtual Card Issuance Fee: Free
• Platinum Physical Card Issuance Fee: USD 15
• Card Replacement Fee: USD 15
• International transaction fee (Cross Border):Free for all transactions conducted in USD outside Lebanon, including the United States
• Foreign exchange fee (Forex Markup): 4% on all transactions conducted in a currency different from the card's currency outside Lebanon • Balance inquiry fee at ATMs: USD 1 per transaction
• International ATM withdrawal fee: 2% with a minimum of USD 7 and a maximum of USD 20
• Maximum daily ATM withdrawal limit: USD 1,000
• Maximum daily online and POS purchase limit: USD5,000
• Maximum monthly online and POS purchase limit: USD 50,000
These terms and conditions are governed by Lebanese law, and the courts of Beirut shall have exclusive jurisdiction to settle any disputes arising from the interpretation or implementation of these terms.
